Is this possibly a scan from negative ? there's quite a lot of dirt on the picture, dust and hairs, and the whitebalance is quite off. If this is actually from a digita camera then it would be wise to have your sensor cleaned and check the wb settings of your camera. Actually i just saw its apparently a scan, then it would be good to clean your negatives before starting the scan.
