ArchBishop Oscar Rojas Quinto, if you trust google for information. While in Puno festival last week, casts an untrusted eye to the camera. It feels as if he is living in a time past of uncertainties while passing through the crowd and being surrounded by police members. I guess Latin America has had a bumpy history with priests.
